Mountain Shadows Community Association April 30, 2008 Board of Directors Meeting 6:30 pm Chipeta Elementary Opening Comments - Francine Hansen, President Members Present: Dave Buckley, Anne Smith, Kerry Ann George, Ryan Schneider , Gary Lager, Phyllis Jordahl, Debbie Weaver, Dick & Francine Hansen, Kathleen Frazier, Julie Randall has resigned from the Board. MOVED by David Buckley, seconded by Kerry Ann, carried to approve the February 27, 2008 Minutes. The Board meetings will go back to Fire Station 18, the last Wednesday night of every other month at 7 PM. MOVED by Ryan, seconded by David, carried to convert the website to Dream Weaver, include software and a service person to spend up to $1000 to bring the website up to date. Francine had met with the YMCA of the Pikes Peak Region, 2007 Partner’s Campaign, MOVED by Anne, seconded by Ryan, carried to donate $100 for under privileged children. Moved by Anne, seconded by Debby, carried to pay $27/hour for police protection for our concert in the park. The board meeting adjourned at 6:45 PM. Phyllis Jordahl, Secretary Mountain Shadows Community Association April 30, 2008 Annual Meeting 6:30 pm Chipeta Elementary Opening Comments - Francine Hansen, President Board Members Present: Dave Buckley, Anne Smith, Kerry Ann George, Ryan Schneider , Gary Lager, Phyllis Jordahl, Debbie Weaver, Dick & Francine Hansen, Kathleen Frazier, Francine called the Mountain Shadows Community Association Annual meeting to order at 7:05 PM. There were 58 neighbors in attendance. The board was introduced and it was moved, seconded, carried to approve the board. Alpine Chef catering provided our delicious refreshments tonight. Anne Smith, Chairman of the Event committee, announced the following events: May 17 – Third MSCA Community garage sale. MSCA will advertise the garage sale in local papers, sponsored by Kevin Patterson, President and CEO of the Patterson Group, Prudential Professional Realtors, and place signs announcing arrival into the MSCA garage sale area along the major streets. Individual sellers should put up their own signs at street corners and their house. June 7 – For MSCA Members only, there will be a shredding opportunity at Wilson United Methodist Church parking lot, from 9 – 10:45 AM. Each MSCA member is welcome to bring two copy boxes or one large trash bag full of confidential material. June 22 – MSCA Spring Concert in the Park, 5-7 PM. Rain date: June 29th. Ryan Schneider, Developments, informed those present that a Senior Living Center with 107 suites is planned for the parcel just South Mormon Church on Centennial. Blog on the website will undergo a complete renovation for social activities. What is the blog website? Our guest speakers were: FIREWISE: Chris Barth, Fire Department, talked about the type of vegetation that we have makes up the fire areas at risk. Every property has been identified as to the rate of risk; they have 25 criteria. A Chipping Program is available with 12 or more homeowners participating; The MSCA chipper is scheduled for the week of September 15th. Piles are to be stacked 5 x 5 x 5 and within 5’ of the roadway. Sign up sheet at the table. Next year we will reassess each property; information is updated regularly when home improvements and landscaping are made. We have a Hillside ordinance and covenants. The Hillside ordinance allows you to remove brush within 10 feet around your property. Colorado Springs has received a $1,000,000 from FEMA Grant for fire reduction activities on private and public properties. They will start with the Rockrimmon area. Commander Ownbey from the Falcon Division, gave an overview of the Police Dept. organization, 63% of their time is spent on Patrol Response, 23% Administrative time, 14% Proactive policing. When they write more traffic tickets, fewer accidents occur. He reviewed the services provided for our area. There has been a huge increase for burglary calls from 2000 to 2007. The results of neighborhood watch areas show where crime has gone down. If people would just close their garage doors, the crime would go down by 50%. No Soliciting signs are very important. If solicitors would get the message they are not welcome in our neighborhoods, they would soon get the message. All the graffiti is vandalism. Gang activity is very limited in our area. 911 calls response time is 11 minutes. Dave Hustad, Neighborhood Watch was present to answer questions and inform neighbors about the program. Councilman Scott Hente, addressed the audience question of budget. The departments of Police, Fire, Public Works take 78% of the City Budget. You may have the opportunity to vote on a budget initiative of sales tax. Government cannot be as efficient as private business. We share Fire resources and joint responsibilities with surrounding communities. A lot of things are going on at the City, U S Olympics, regulations on Memorial hospital, and many other topics. Scott took a Q & A Session. Question: Why such a low tax base? Question: What are we doing about the Economic Development for our area? A: We will capitalize on the Olympics logo and promote a lot of small sport associations. We have a tremendous responsibility to educate our Mountain Shadows neighbors on the needs of the City. Francine invited the attendees to attend the CONO Neighborhood Forum, Saturday May 3rd from 8:30 – 2 PM at the Regional Development Center, 2880 International Circle. Guest: Eric Brookens, Parents Television Council, informed the board of the alternatives to the morals and standards that are being displayed on TV. They are trying to get cable choice, where you can get the shows you want to watch and pay for them only. We will give the Parents Television Council space in the Newsletter. Moved by Anne, seconded by Gary, carried to approve the Minutes of December 5, 2007 Meeting Treasurers Report – Kerry Ann George – the report was received and filed. Committee Reports: CONO – Francine Hansen • False Alarms will be taken on by CONO • Downtown Colorado Springs Policing Issues on weekends was discussed by a guest speaker. CONO will support additional security for the area. • Southern Delivery – New water system – there is an executive summary on the Colorado Springs Utilities website. The cost will be in our water bills. It is necessary to have a second source of water. Membership – Diane Beck, Nola McCutchan-Brush – 167 members Moved by Kerry Anne, seconded by Anne, carried to approve to use a professional company to mail letters to all of the prior members who have not renewed their membership. Covenants - Dave Buckley – RVs are a big complaint. Development – Ryan Schneider - • Assisted Living Facility will be next to the Mormon Church property on Centennial and will be for older memory loss people. Newsletter –Kerry George, Debbie Weaver, and Dick Hansen – It is in the proofing stage. We have 31 ads and 3 inserts. The billing revenue is $1925. Events - Anne Smith and Gary Lager • Annual Meeting – April 30th • Garage Sale – May 17th • Music in the Park – June 22, 29th rain day • Shredder – June 7th at Methodist Church from 9-11 AM for members only. Cost of shredder is $240/hour Neighborhood Watch – Kathleen Frazier – It has been quiet with only one known incident. Website – Dave Bolt, Ryan Schneider – the website needs to be updated. Old Business: Election of Officers Francine will check with Julie and Diane to see if they want to be re-elected to the board as their terms expire in 2008. New Business: MSCA Blog – Red Hat Society will be on the Blog. Ryan has developed the Blog. Community Social Clubs – Helen Sabin was going to present this idea to us but she is moving at this time. Treasurers Report – Kerry Ann George gave the report, which was received and filed. MOVED by Debbie, seconded by Anne, carried to approve payment of $35 to CONO. Moved by Anne, seconded by Gary, carried to approve payment of $100 to Trails and Open Space Coalition. Committee Reports: Membership – Diane Beck was absent – there are 142 members CONO – Francine Hansen – CONO established a Subcommittee to oppose the Trucking Industry Subcommittee (TISC) that was asking for restricted delivery corridors, which would include Vindicator and Rockrimmon. Because of the objections of CONO and the neighborhoods, The Citizens Transportation Advisory Board CTAB (the governing board of the TISC) withdrew the item from the City Council’s Dec. 10 agenda. Revised Streamside Ordinance was approved. Next CONO meeting is February 5th; the speaker is Manny Navarro, at Fire station 8 at Airport Road and South Academy at 7 PM. Pinecliff received money from the TOPS program to improve their parks. It was suggested that we work to get Mountain Shadows Park upgraded. Francine will check to see how they did it. Covenants - Dave Buckley – The standard fence and camper complaints. Development – Wilson Church will add an addition of 3700 square feet to add a Daycare Center. Ryan volunteered to become the Development focal point for MSCA. Newsletter –Kerry George/Debbie Weaver/ Dick Hansen – Next deadline is February 20, 2008. Events - Anne Smith and Julie Randall – Gary Lager will take over the signs. Anne will check with The Legends for June 22, 2008 Neighborhood Watch – Kathleen Frazier – There is a Jury Duty email scam going around. There is also a credit card limit email. Treasurers Report – Kerry Ann George – The report was received and filed. There are some outstanding invoices from advertisers. Richard will follow up on the delinquencies. Committee Reports: Membership – Diane Beck – 176 paying members CONO – Dick Hansen – Streamside Ordinance has been sent back to continue to negotiate with the Planning Department and will be back before the Commission next month. There are 4 voting districts and the Citizens Action Groups are meeting in the different districts in order to answer questions of the community. Housing Building Authority is working with the concerned groups. CONO has been asked to be the moderator in the Kissing Camels five HOAs. Covenants - Dave Buckley – There is an RV problem on Manning Way. David is working on the problem with Diane. Racina Road – There will be a permissive right turn with a traffic signal. It is being worked on at this time. Development – Centennial Centre - No news at this time. Newsletter –Kerry George and Dick Hansen – Cutoff date – October 16th We need to plan on three weeks at that time of the year. 16 pages is the best use of the Newsletter. Suggested Events for 2008– Anne Smith • Garage Sale - • Spring Concert – Kathleen has the names of two bands. • Shredder • Other Options • National Night out in the Park • Inflatable Movies Neighborhood Watch – Kathleen Frazier – No negative actions at this point. Neighbors that have health problems may need help from the neighbors. She has organized the neighbors on her block that are willing to help a couple that may need help. Old Business: Moved by Dick, seconded by Dave, unanimously carried to discontinue the Christmas Light Contest for this year. New Business: Traffic on Rossmere – The board is not willing to endorse speed bumps because of the ice in the winter and reducing speed from 25 to 12 miles an hour. David will contact Ryan Schneider and express our concerns and work with him to find other ways to address the problem. Resignation of Lyn Hente and Elke Glavan were received. Meetings for the remainder of 2007 – Moved by Dick, seconded by Phyllis, carried to cancel the October meeting. The next meeting will be December 5, 2007. Agenda Item for December The following language was proposed as an amendment to the Bylaws. However, we need to work the meetings into the Newsletter schedule, and therefore was deferred to the next meeting. “Meetings of the Board of Directors shall be held bimonthly or as needed, determined by the Board of Directors except in the month of April when it will be held on the same day as the annual meeting of the Association, at such place as the Board of Directors by Resolution shall fix. Guests: John & Janet Walker, 2745 Fieldstone Road, 590-1190; jjjjwalker@msn.com Michael Hensley has moved out of Mountain Shadows and therefore is no longer a board member. Approval of the Minutes for May 30, 2007 Meeting – Moved by Anne, seconded by Debby, carried. Treasurers Report – Kerry Ann George – The report was received and filed; there are about $502 outstanding accounts receivable. Committee Reports; Membership – Diane Beck – Renewal letters were sent out. The new Cannon Reserve Town homes will be added to the data base. A ‘We Miss You’ letter will be sent out. CONO – Francine – New members are needed. Julie will call applicants for Francine. CONO has appeared at the City Council on two issues. Meeting dates: August 7th – Andrew Firesteam – Academy Blvd Commercial Area September 4th, 7 PM at the Senior Center – topic will be Neighborhood Watch. Revised Streamside Ordinance was returned to committee for revision. Covenants - Dave Buckley had several calls; Filling 19 is voting the end of this month for an Approving Authority. Anne has been working with Gena Sanders regarding the container on Champagne Court. Development – Centennial Centre—Lyn - No action. Newsletter –Debby Weaver and Kerry George – Deadline is now. The price increase has not cut back on any of the ads, but the quality has improved. WEB – Dave Bolt – No report Events - • Garage Sale – Elke recommended that we do not have a collection at the Wilson Methodist Church because the Springs Rescue Mission could not handle all that was left there. Anne will contact Pat from Comstock to revisit this next year. • June Concert – Photos with captions will be in the Newsletter. • Music in the Park – August 19th. – MOVED by Phyllis, seconded by Elke, carried to send bright lime green postcards to MSCA residents. There will be no ice cream since we do not have anyone that can pick it up and store it. Elke will contact Terry Winslow to face paint and make animal balloons. • Movies at the Park is a suggestion for next year. Neighborhood Watch – Kathleen Frazier – no report Old Business: Dave attended the meeting on the I-25, Garden of the Gods, and Rusin – CDOT is forced into a public meeting because of the numerous accidents. There is a group that is working on the problem to change it. Dick commented how nice the sign looks at 30th and Flying W. Anne has been keeping it up. Committee Reports; Membership – Diane Beck Covenants - Dave Buckley – has had a number of calls and he has visited the various sites and has given them advice to contact their approving authority. Development – Centennial Centre—Lyn reported that Francine and Jeanette (Pinion Valley) wrote a letter that they had some issues with the proposed Car Wash lights and hours; they threatened to sue and nothing has been done since then. Tuscan Villas – no progress Newsletter –Debby Weaver, and Kerry George – The last week of July is the next deadline. WEB – Dave Bolt – looks good. LANDSCAPING – Anne Smith has been working with Matt of "Celebration! Outdoors" landscaping to improve the 30th & Garden of the Gods corner. He has been busy, but I will continue to follow through with him and present his recommendations to the Board. Events – Garage Sale – Elke said the Patterson Group gave us $550 so we will have multiple ads in various publications. Anne will put up the signs. Springs Rescue Mission will put a truck at the Methodist Church property from 1:00 – 3:00. Music in the Park – Elke & Diane are going to go to hear a local band, June 9, 9-1:30, at the Mill Hill Saloon, 21st St south of Hwy 24. Neighborhood Watch – Kathleen Frazier distributed a flier with a Community Terror Awareness and Preparedness Seminar: A day of Citizen Knowledge and Empowerment on June 22 – 8:30 – 4:00 PM at Pikes Peak Community College Centennial Campus Main Auditorium. Mountain Shadows Community Association March 28, 2007 Board of Directors Meeting 7:00 pm Chipeta Elementary Welcome, Introduction, and Opening Comments - Francine Hansen, President Members present: Francine & Dick Hansen, Kerry Ann George, Ann Smith, Debby Weaver, Elke Glavan, Phyllis Jordahl, Kathleen Frazier, Approval of the Minutes for January 31, 2007 Meeting – MOVED by Anne Smith, seconded by Elke Glavan, carried unanimously to approve the minutes as written. The February meeting was cancelled due to the snowstorm. Treasurers Report – Kerry Ann George – The report was received and filed. The newsletter is providing a profit for MSCA. Committee Reports: Membership – Diane Beck – A new membership renewal member is ready to go out. CONO - Francine Hansen – Sheriff Terry Maketa is speaking April 3rd at 7:00 PM at the Senior Center on Hancock. Covenants - Dave Buckley – Trevor Lane had an issue. Development – Centennial Centre—Lyn, Francine – A public hearing was scheduled for April 5th but has been continued to the May 3rd Planning Commission Agenda for guidance. The issue is covenants. Front Range Alliance Church is being built. Tuscan Foothill Village Status – Francine – no update Roof mounted antenna at the Wilson Barn near Wilson Methodist Church. There has been no opposition that MSCA is aware of. Walgreen’s Center – no additional news at this point. Newsletter –Debby Weaver, Dick Hansen and Kerry George – we will get back up articles for publication when there is space. The June Newsletter deadline is April 24th. WEB – Dave Bolt – no report Events • Annual Meeting – April 25th at 6:30 P.M. Cards will be sent to MSCA residents; Dave Bolt will send an invitation to the email addresses. • Garage Sale –June 9th – Elke has the assignments and will confirm them. • Music in the Park – June 24th Rain Day July 1st. - Neighborhood Watch – Kathleen Frazier – The Newsletter will contain a Neighborhood Watch Tip Corner in the future. Treasurers Report – Kerry Ann George – The report was received and filed. Our bills are paid and the bank statement is reconciled through December 2006. They have refused to put in any Covenants. - Tuscan Foothill Village Status – Francine – no update - US Alliance Church has submitted their development plan. - Chipeta is looking at the redesign of the parking lot by removing the berm. Classic Homes & Colorado Bankor are involved. Ron Johnson, buyer, will purchase the land from the school and hold it for a year after which time he can transfer it into a conservation easement. The no-build zone can be removed and a permanent easement established. James Mayerl agreed to place in the document a status where public access will be granted perpetually. Presently there is a plan approved with one lot; debriefing dam and no build area. They would have to amend that plan and show one lot for the Renaissance Academy and three build able lots. 25% limit slope is the maximum allowed. It must have an access easement for Russ Wolf and for the public to walk the road. A replat is necessary to sell any property. Community process involvement is notification within 500 feet and posted notice at the school property. It will be advertised for the amended development plans. Brad Harvey agreed to contact the surrounding neighbors within 1000 feet before the notice comes from the City. Committee Reports: CONO: Looked at an ordinance concerning setting aside natural pieces of unique kinds of land. Neighborhood Forum – was held at the City Auditorium. Covenants have been fairly active, with parking vehicles and an abandoned house with Code Enforcement looking into it. Covenants are on the Internet by Filing number. Michael will post a disclaimer on the website that these covenants may be amended, etc. Tuscan Foothills – CONO was involved with the issue of whether or not the houses above were at risk. Jonathan White will review the excavation of the site before a building permit is issued. The geologic hazard will be disclosed at the time of closing. Covenants on the new buildings are included. No fast food, bars, x-rated bookstores will be allowed. Alliance Church got a shared road from the development. Centennial Center – 30th & Centennial – It is on review and it may go through administration rather than through the Planning Commission. Newsletter is at the printer with the goal of being out by Thanksgiving. Advertising – We had 32 ads for $1532, last year we had 22 ads. Member discount structure should be extended to quarter page, business card, and all ads except the inserts. Reduce the discount from $25 to $20 for business card ads. We have five new members from the advertising. We got four expired members. MOVED by Dick Hansen, seconded by Michael, and carried that member discounts of 20% apply to business ads, quarter page and half page ads. Insert customer pays $660 a year and is evaluating what they receive from their ads. Michael, Dick, Dave will constitute an ad hoc committee. Membership received over $800. We have 174 members current as of 9/1/06. 43 Renewal letters went out last quarter. ACTION: Let us put our thinking caps on to see if we can find a new way to get members. Trails & Open Space Donation: MOVED by Phyllis, seconded by Elke, and carried, to donate $100. Web – Covenants are on the web and the other new article is the Renaissance Academy. Mountain Shadows Community Association April 26, 2006 Annual Meeting 6:40 PM Welcome, Introduction, and Opening Comments - Francine Hansen, President There were 103 in attendance at Chipeta School gymnasium. Francine outlined the order of the meeting, introduced Councilman Scot Hente, Planning Commissioners Bob Wignal and Richard Hansen and commended two board members, Elke Glavan and Diane Beck, for their volunteering with Katrina victims. Board Members present: Richard & Francine Hansen, Diane Beck, Anne Smith, Debby Weaver, Kerry Ann George, David Buckley, Lynn Hente, Elke Glavan, Phyllis Jordahl. The Board members were introduced and their area of responsibility. MOVED, seconded and carried to elect the Board Members for another year. Board Accomplishments: The Association joined with Pinion Valley Neighborhood Association in successfully having the billboard on Centennial denied. The Association is watching the plans of 40 acres south of Muledeer, west of Centennial named Tuscan Foothills Village. Plans can be seen at the office of the developer. The Newsletter and the website are important methods of communicating to our neighbors. Events currently scheduled are Rock N Roll in the Park June 25th and Contemporary Country Music September 10th. A Neighborhood Garage Sale is planned for June or July; notice of the date will be in the Newsletter and posted on the Website – http://www.mountainshadows-msca.org. We are looking for an organization to provide trucks for the neighbors to drop off donations, a spot for eye wear and clothes for Dress for Success. Keven Patterson, President and CEO of Prudential Reality will sponsor the event. Also under consideration is a children’s program in the park and a clean-up day with dumpsters for the fall, which will be determined by the affordability and membership. Neighborhood Watch – Booklets were distributed. Policeman Dave Hustad, hustedda@ci.colospgs.co.us reviewed the incidents that were of great concern for the security of Mountain Shadows. He pointed out that cars left running and garages left open leave the homeowner vulnerable to a crime. If anyone sees someone unusual in our area; if it doesn’t look right, call the non emergency number 444-7000. The most important thing we can do is to know each other. Get phone numbers of your neighbors. With the curbside mail boxes it is important to get your mail quickly. Be careful of your trash – a checkbook routing number is all they need. Watch your purse – never leave it unattended. If you would like to organize a Neighborhood Watch in your area, he will come to your house and help it get organized. 25 homes is a good number for one area. Q & A followed. They have slightly reduced the number of units and are increasing their price targets to from $300K to ~$1M. Newsletter – Kerry Ann George and Debby Weaver – The Newsletter looks great. Since the Newsletter goes to all Mountain Shadows residents, some people don’t realize that it is funded by the MS residents who belong to the MSCA. A discussion was had about adding (tasteful) remarks for residents to joining the MSCA. Also mention joining at the concerts in the park. WEB – Dave Bolt – A page has been added for the Newsletters. New member Diane Beck was added & member info was updated. A Trails and open Spaces info page and links were added. Added events submitted by the Renaissance Academy and other typical maintenance. Events –Anne Smith and Elke Glavan – The contracts have been signed for: June 25 – Rock n Roll in the Park. Elke suggested using a puppeteer instead of the balloon tying as a change of pace. Dave Buckley also suggested possibly approaching “Dave the Horn Guy” entertainer to perform. Since this would make the event rather long, it was suggested that a third event be added for these two items. A third event is now being considered/planned. September 10 – to be determined. Elke mentioned “Take-Two”. They play country and assorted other music. You can listen to them on their web site. Flying W – Anne checked with Russ Wolf, but he hasn’t selected a date. The 20 renewal notices for Jan – March will be sent during February, just before the March Newsletter. We currently have 177 active volunteer members. Committee Reports; CONO - Francine and Dick Hansen – Andrew Firestine was the guest and said they are trying to write recycling center levels. They have three levels and different locations. Renaissance Academy: Dick Hansen The Renaissance Academy is open and operational, building activity finished. Therefore my role as an active interface with the Administration is reduced and I will no longer be attending Board Meetings. I will maintain communication with the Director, Clayanna Killings, and work with her to resolve any issues that arise. Renaissance Academy "Tuesday Night-Community Forums" are open to the public and most sessions are free http://www.renpac.org/community_forum.htm . This was a commitment from the Academy that these sessions would be available to the public and we would be notified. The Academy has also offered MSCA the use of their facility on Tuesday evenings for our Monthly Meetings. The building is open Tuesday evenings until 8 PM. New Business: Meeting Schedule for 2006 – We will start to meet at Chipeta, Room 19 the last Wednesday of the month, starting February, 2006. Committee Reports Membership - Francine Hansen: Cleanup of the database after conversion to MS Access continues. Francine constructed new renewal and welcome letters. Sent out 77 renewal notices for Aug, Sept, Oct, and sent out 16 new to neighborhood letters. There are 1640 records in the database. Not sending letters to units (condos, apartments etc…), but we do send them the newsletter. Some addresses in the database do not exist. There are 102 addresses that aren’t correct in the database and we have never sent them notices. There are around 1,000 addresses that are not members. Francine would like to send out a bulk mailing to this group. Kerry recommends we do it after the first of the year. It was agreed this is a good idea. CONO - Francine Hansen: Francine mentioned there is an effort to save/renovate the City Auditorium. CONO is donating and perhaps MSCA would want to donate ($25). New Business: Billboard on Centennial : The is proposal to put the First billboard on Centennial and in front of the Rental Storage units. Pinion Valley said that the sign was inappropriate for that area and MSCA agrees. Francine has sent a letter to the planning commission on behalf of the MSCA, expressing the MSCA’s disapproval of the billboard. Slice newspaper indicated a letter about the billboard was sent to residents by either MSCA or Pinion Valley. No one on the board has received one. Francine proposed that if the billboard is allowed, that MSCA and Pinion Valley split the cost an appeal to the city council. So moved by Kerry, seconded by Anne Smith, motion carried unanimously. Katrina Evacuees Support – Elke gave an update on the ongoing volunteer work in COS to help with this tragedy. Major construction is finished, however, there will still be some trades working in the building and area but not significant compared to the construction phase. Therefore we have eliminated the web-link to the School Construction webpage as it will no longer be maintained. Turnover will be completed as soon as we install the new software and are able meet with Lynn (when he returns to Colorado Springs) to complete the effort. Via email, the Board voted the additional funds to purchase FileMaker Pro directly from the company as opposed to the aborted effort to purchase from an authorized remarketeer. Total purchase priced will be slightly over $300 when shipping is added. MOVED by Phyllis, seconded by Francine, carried to confirm the vote to purchase FileMaker. Dick Hansen is on the Stormwater task force dealing with the flooding. Covenants - Dave Buckley had a parking issue. There was a business meeting in a house with 60 cars. Code enforcement was notified. A grass strip behind Manning Way – the street department is responsible for maintaining it. It is expected that on-site parking will be sufficient to accommodate the attendees. Also gave the Denver band a heads up so they know which dates we are looking at. Should have it confirmed by Tue/Wed and will let you know. Banners: Debby will check how much they cost. My suggestion would be to have at least two that we can put on the gazebo. Signs (4): Dick has them and Anne said you'd get them from him and put them up. Name tags: Phyllis will give Debby the plastic covers so Debby knows the exact size. My suggestion would be something friendly like "Your MSCA rep" and underneath the name. Info/membership table: We'll have a table set up with extra newsletters, membership forms, etc. Bob - did you volunteer for this? Who can bring a table? Decorations: I'll check how much balloons and ribbons cost to decorate the gazebo and also the face painting location. Will let you all know once I find out. Clean up: We'll help to clean up at the end of the picnic. Someone needs to bring trash bags. I would think that all of us who will be there will help with the clean up, shouldn't need special assignments. Face painting: I've made arrangements with a lady for $50 per hour for both events. She has table and chairs and needs a shady place. If she cannot do it herself, someone else will come and we'll have to provide table and chairs. I have chairs, however, someone needs to provide a table. Sodas (22 Jun picnic): Francine and Anne will get them from Jan and also the ice the night before. We need to know who has extra space in frig to cool them down the night before and bring them the next day in personal coolers. I have space in the frig and have two regular size coolers. Others: please let us know if you can. Ice Cream Truck (Aug event): Unfortunately, there are no ice cream trucks anymore who scoop ice cream so I've contacted someone who will sell packaged ice cream. Suggestion is that we allow $400 worth to be given away for free and, should we run out too early, to add another $100. Francine, do we need to vote on this? Advertisement (Aug event): We'll send out a postcard 2-3 weeks before the event. I'll provide Debby the date once confirmed. One thing that we didn't talk about tonight: didn't someone say that we announce the events on the school's sign? Who will do that? Debby & Dick will check on a sign for us. CONO Meeting – Francine – Neighborhood Network Forum – the evaluations proved that it was well received. 85 registered as attendees. It was a very informative meeting as well as the booths were good. Dick & Francine visited the Stetson Hills Assn which is about the same size as we are. They have 30 filings, no AA s and weren’t familiar with their covenants. They are from Powers to Mark Sheffell, Barnes to Stetson Hills. New Business: MSCA Database move status will hopefully be completed the second week of June. Open Board Business: Renaissance Academy (RA): Construction of the building frame has started and is visible from the street. The majority of fill-dirt has been delivered and truck traffic should be reduced. There will be some concrete pouring during the last week of May. Membership: The sending of “Welcome Letters” and “membership renewal reminders” will resume as soon as turnover of the membership database is completed. Renewal reminders are current through March. Renaissance Academy (RA): Construction is progressing. A considerable amount of concrete has been poured according to plan. One resident inquired regarding expected school traffic and specifically the plan to provide snow plowing to accommodate parent traffic. Status: the City plows Stoneridge Drive from the North end to the South end to accommodate District 11 School buses. The RA negotiated a plan with the City to plow Fieldstone Road from their property to Stoneridge Drive. The resident has additional questions regarding traffic that will be a topic of discussion at the April first RA Board Meeting. The RA plans to respond to the resident regarding snow plowing and traffic. The Renaissance Academy website is current with construction information. Specifics on community programs and upcoming courses that may be of interest to the community is also available on the site. Pothole Patrol: A request for assistance identifying Pothole locations was sent to MSCA Board members and listed Filing AAs with some response. A number of AA email addresses were found to be invalid and the information forwarded to Dave Buckley and Dave Bolt. The website has been updated. A list of six identified potholes was sent to the City on March 24th. Some repair action has occurred. 1. Rossmere and Chuckwagon, in the uphill lane when you turn the corner from Chuckwagon onto Rossmere. 2. On Tamora Way, about 25 feet above (West side) the Wilson Road intersection 3. West side of Centennial Blvd at Wickes Rd. 4. On Trevor Lane, East side, just South of 2635 Trevor Lane driveway. (Hole at the interface of the asphalt and concrete, water running under the street & curb, area enlarging) 5. Intersection of Wilson Road and Brogans Bluff Drive, on the uphill link of Brogans Bluff Drive. 6. Intersection of Wilson Road and Chuckwagon Drive, on the NW corner on Wilson Road. The City Pothole reporting phone number has been placed on the website for resident use. An inquiry was sent to the City regarding the requirement and plan to fix major cracks in the asphalt. Committee Reports: Covenants – A complaint was received from Tamora Way and Karamy Court; they do not have an AA. There is an area where there are several campers. An article will address this area in the newsletter. Newsletter – April 30th is the deadline for Newsletter articles. The Board decided (January 2005) to eliminate sending these letters to new residents of the Arbors, Alpine Shadows, The Villas at Mountain Shadows, Mountain View, and Parkside neighborhoods due to costs and results. These neighbors all belong to HOAs or obligatory dues paying associations. Twenty-five MSCA membership renewal reminder letters have been sent for the months of February and March. The sending of “Welcome Letters” and “membership renewal reminders” will resume as soon as turnover of the membership database is completed. Newsletter: Kerry Ann George -- Should be out Friday. The Newsletter looks very good. In six months we will look at a rate increase. CONO: Francine - The Neighbor network form will be May 7th, Printer’s Parkway, doors open at 8:30. There will be several speakers and about 21 booths. Candidate Form: Francine - March 1st at 7 PM at the Administration Building at the NW corner of Nevada & Colorado. You may submit questions for the candidates to answer. Covenants: Dave Buckley - There have been no phone calls this month. Senate Bill 100 will affect about a third of Mountain Shadows residents because they have Homeowners Associations. The law will not affect MSCA. Renaissance Academy: Dick Hansen Limited cement pouring, approximately ten yards, has started at the site and will continue over the next six weeks. The majority of the pouring will occur over the next three weeks according to Steve DeThomas, Project Engineer. I talked with Steve today and he assured me that he would get the “Concrete Pouring” flyer out to the community as promised. The Renaissance Academy renewed their MSCA membership, ran a one-quarter page Ad in the March newsletter, and provide a brief article for the newsletter in accordance with the “Newsletter Article Guidelines” established at the January 2005 Board meeting. Committee Reports; Membership: There are currently 1,588 residences with 250 MSCA memberships in Mountain Shadows. The number of residencies has increase significantly over the past year primarily resulting from the growth at Arbors and Mountain View (Centennial & Chuckwagon). The membership has not changed; these homeowners pay association dues. We are current in sending "Welcome Letters and Invitations to Join MSCA" to new residents through mid-January. Guidance is required on how to proceed with this task based on changes in our community. Twenty-five renewal reminder letters have been sent for the months of February and March. We will not continue to send welcome letters to the multiple dwelling areas. We will continue to send newsletters to all households. Renaissance Academy: Construction is progressing. The majority of excavation is complete and installation of the foundation and related utilities has begun. A few hikers continue to use the property although it is posted and notably dangerous considering the work and conditions there. The site manager is encouraging them to stay out of the construction area due to the danger and risk. One ugly verbal incident occurred, hopefully the last, by a hiker that felt entitlement to the area. The Renaissance Academy is renewing their MSCA membership that terminated September 03 when we failed to provide a renewal notice. They will also run an Ad in the March newsletter and provide a brief article for the newsletter. The Renaissance Academy website is current with construction information. Candidate debate –will be held at the old City Council Chambers 6:30, March 1st. Covenants – Dave Buckley has had no calls. Kerry is willing to do a mock up of the March Newsletter. Debby will help Kerry Ann. The Newsletter will include articles concerning the mailbox security and an Approving Authority member notice. Christmas light contest: Categories: Most unique, most elegant, best street, kids award, most animated. Dave Bolt will organize the contest for the board members who volunteered. CONO Report – Francine, First Vice President for CONO. Cscono.org is the website address. CONO meets the First Tuesday of each month at the Hancock Senior Center. The City Charter is being reviewed. The Fire plan is being developed. Prospect Lake: Prospect Lake needs to have a liner replaced. They have requested organizations to join and support the project. Fire Wise Update: Francine CONO and Mountain Shadows had a meeting at Cheyenne School and with 46 attending in spite of the inclement weather. It may be an item for our annual meeting. Covenants – Dave Buckley gave an update on the role we have. Code enforcement is on line for the City. The City Code is on the website and is user friendly. The hillside ordinance is on the website. We would like to have a meeting for the AA’s. Cross Filing issues - Dick Hansen met with the neighbors in two filings concerning the trees that were bulldozed. Dick checked out the hillside ordinance to work with them. Dick will work with Dave Buckley on covenants. Filing 18 – Ken Weaver will assume the AA position that Michelle Grub left. Development – Lynne Hente talked to James Merrill about the Eagle Community development. Nothing will be done until after the Holidays. The church has not built because the street must be wider than anticipated and they do not have the additional funds to build the street. There have been no major problems during this past reporting period. I was interviewed for an article that was included in the Sept. 12th Metro Section of the Gazette. David Buckley was also interviewed and referenced in the article. Mountain Shadows Signs (Signs of Pride) - Dick Hansen Aug 29th: With the help of Lynda Yaker (Francine’s sister), we cut back the weeds from the sign on Flying W and 30th street up to the area where the City cuts the grass, and we pulled weeds and cut the grass from the sign to 30th Street, hauled cuttings away, sprayed the remaining weeds, and generally cleaned up the area. As of Oct. 24th, minor maintenance is required. I prepared a report on Mountain Shadows sign status and requirements for the Board’s consideration. I expect to provide the report at the September meeting. In the past two-months, Parkside has revised the gardens at the two entrances from Flying W Ranch Road and removed the two signs. Bench: Francine suggested that we put a bench in our Mountain Shadows Park near where the children play. Cost will be approximately $1150. If the Board approves by email vote, Bob will proceed with the investment. Membership Committee Report: Membership dues received during the month have been deposited and posted on the database. Membership renewal notices have been sent for the month of September. Welcome notices are sent to new residents periodically. We currently have 1510 households, 248 of which are current members of MSCA. Mountain Shadows Signs: Dick Hansen cut back the weeds in front of the sign at 30th and Flying W Ranch road on Aug. 16th. Dick and Wayne Jordahl had begun this project earlier this summer. Attempts to spray the weeds this past month have been delayed due to the continued rain. On that date he noted a lady grooming the garden in front of the Camelback sign located at Flying W Ranch Road and Lanagan. The dilapidated "Mountain Shadows" sign was removed from the trailside of Flying W Ranch Road near Chipeta elementary. The empty post-holes were filled with dirt to prevent someone from tripping and injury. The sign was in sad shape, the frame fell apart when removed. Dick disposed of the frame but will keep the two carved pieces for a short time in the event someone wants them. Sign removal was in accordance with the Board's decision at the July meeting. Dick has begun preparing a report on Mountain Shadows sign status and requirements for the Board's consideration and hopes to complete the report for the September meeting. Included in the report will be names of parties that are voluntarily maintaining signs. It is recommended that we recognize these people as contributors to the neighborhood. Pat volunteered to put together either an outline or an article for the December newsletter to recognize those residents caring for the signs and to solicit some interest from non-involved residents to assist in the maintenance of the signs. Renaissance Academy: August 20, 2004 Report The city has approved the amended development plan, including the drainage plan. The earthworks plan has been approved. The building permit is in the final review process and approval is expected within weeks. Construction is expected to start within four weeks. Dave Buckley requested that Renaissance Academy, in keeping with their promise to our Board, advise the residents of Wilson’s Run the dates that construction vehicles will be in the neighborhood. With the Renaissance Academy website under construction, the neighbors do not have an easy way to check into the construction schedule. Committee Reports Newsletter – Report by Pat Poos, Editor The September newsletter was mailed on August 16, 2004. The next day, I had a call from a resident, complimenting me on it, before our copy had been delivered. Subsequently I received an email from a resident complimenting me on the newsletter and some pictures that could be used for future editions. Thanks to our new board member, Anne Smith, my daughter and grandchildren, we got the newsletter put together in one day. We had to have additional copies of one of the inserts printed because the printer for one of our advertisers didn’t supply the number requested. Insert advertisers need to be asked for a minimum of 1560 ads. The newsletter cost $405.66 to mail; 1548 copies were sent. The next newsletter deadline will be November 1 and Kerry Ann may be doing it by herself so please get your copy to her before the deadline so that she has time to integrate it with what she already has. I missed the fact that the telephone number in the September edition was not Kerry Ann’s but belonged to Dick Hansen. I realized that I missed the wrong number in proofing when I gave Kerry Ann’s number to Ms. Lester, who had called me expressing an interest in running an ad in the next newsletter. Dick and Francine may be getting a lot of calls from people looking for Kerry Ann. There was a request for an article on Code Enforcement. Dave Buckley will write an article for the paper. Dave Buckley will work with Dave Bolt to put a link to Code Enforcement on the website. CONO Meeting - Pat Poos reported that the police department wants to do a pilot program in Stetson Hills, which will be a community of 100,000, to get a representative or representatives from each of the homeowner’s associations to meet at the Police Department, Stetson Hills Substation on a quarterly basis. The Stetson Hills Station would host the meetings where all the City Department Heads would inform the HOA representatives about what the city departments do and how to access city services. There was a meeting on the 19th to introduce the concept to all interested parties. Several CONO members noted that this appeared to be a duplication of what CONO and Citizen’s Academy offer to residents. The opening of Old Gold Camp Road to traffic again was presented to the CONO membership with a request for support towards that goal. CONO membership did not feel that they had enough information to support the goal and requested more information from both sides of the issue before weighing the merits of either side. CONO sponsored FireWise Meeting- Francine said there will be a meeting on September 21 at Cheyenne Mountain High School Auditorium, 7:00 PM with cookies and coffee to be served. MSCA is cosponsoring the meeting. Covenants – Dave Buckley had one call concerning a lawn that had not been mowed. The caller lives in Filing 11, which does not have an AA. I did advise Cathy Prudhomme that a FireWise article would be getting wider circulation. Hopefully we will have better attendance for the CONO sponsored FireWise event. I left a message on Kerry Ann George’s answering machine but have not heard from her. Hopefully she is just on vacation and still intends to pick up the editor’s job. Margaret Garcia, our last newsletter editor, brought me a box of newsletters that she had kept in her garage. I went through it, throwing away surplus copies and irrelevant materials to make it fit in a smaller paper box with a lid. There is some good stationary (though a bit dusty) and newsletters that date back to our early beginnings. The older newsletters are in a nice binder in vinyl pockets to hold the newsletters and misc. postcards and flyers that had been mailed to residents. I did not check to see if we have a file copy of every newsletter though it appears that we do. When I have more time, I could go through them and put them in chronological order. This is an important historical record of our association’s growth and development and needs to be kept in a secure place. We probably need to revisit the idea of a central storage place or if we continue this way by storing in board member’s homes, perhaps it should be recorded where the old records could be accessed. September’s newsletter will hopefully be in mailboxes by the third week of August. I am leaving for Oregon and California, the first of September. I don’t know yet if I will return before October or if I won’t be back until November. I plan to take a laptop so that I can keep up with email but this may mean that Kerry Ann will be on her own to get the next newsletter out. Lynn should be back before October 1 if she needs guidance. He can access the files on my computer for advertiser information and/or extra mailing label addresses. The deadlines should remain the same for consistency…November 1 for the December newsletter and the board will need to decide if they want to continue with and then designate persons responsible for Christmas lighting contest judging, if they decide to sponsor the event. That information goes into the December newsletter. Renaissance Academy: Dick Hansen said there is no change in the status during July. The drainage & debris plan is still in the review process. The website notice is current. Construction is still planned to start in the mid-August to mid-September timeframe CONO – Francine Hansen and Pat Poos Cono has elected to sponsor a city Fire Wise Meeting. It will be held in September at Cheyenne High School. The insurance companies are forcing mitigation on the houses that are on the edge of the fire areas. The rain has increased the fire risk because the rain has produced a great amount of growth. The CONO minutes are posted on their website – cscono.org Covenants – Dave Buckley said he has been working with Code Enforcement concerning a trash dump and the weeds along Flying W, but they do not have the time or the means to edge the streets along the parks. The board is concerned with the deterioration of the neighborhoods with the growth of weeds and lack of maintenance. Development – Lynne Hente – no new status on Tuscan Hillside Village WEB Page – Dave Bolt – Due to technical difficulties, the web was down for a couple days. It is updated now. The board members were encouraged to put their phone numbers on the website. We will schedule a presentation for Identity Theft in October. Open Board Business: Change to Jazz in the Park – We want to look at Rock AND Roll concert next year. Mountain Shadows Signs· Dick Hansen cut back the weeds in front of the sign at 30th and Flying W Ranch road. Attempts to spray the weeds have been delayed due to continued rain. Dick Hansen contacted Leslie St Onge (385-6550) and discussed the older wooden sign near the intersection of 30th and Flying W Ranch Road. Based on description, she said the sign is not of Parks Department standard or property; the sign was probably installed by the developer. MOVED by Dick, seconded by Dave Buckley carried to remove the sign rather than clean up and paint as it serves no purpose given the larger permanent sign located at the intersection. Community Center: Francine has been interested in a community center. She has not found one that is not city sponsored. It doesn’t seem that it may be a reality at this point due to the cost. Mountain Shadows Community Association June 30, 2004 President Francine Hansen called the meeting to order at 7:00 PM at Fire Station 18. Present were: David Buckley, Phyllis Jordahl, Wayne Jordahl, Dick & Francine Hanson, Bob Shee, Lynn Hente, Pat Poos David Buckley had Dave Bolt’s proxy. Moved by Pat Poos, seconded by David Buckley, carried to approve the Minutes of May 26, 2004. Fire Wise Project: The meeting was poorly attended but of the people that showed up, some have performed fire mitigation on their properties. Several homeowners have hired mitigation services and have had satisfactory work performed. There will be a Fire Awareness Week. Perhaps we should have another Fire Wise meeting this fall with an ad in the newspaper and ask CONO to support it. Membership Committee: · MSCA letters welcoming new residents to Mountain Shadows and requesting they join MSCA are current. Letters have been sent to all parties whose membership expires through August 2004. There are 1529 properties, 28 undeveloped, 1501 occupied properties; with membership of 244paid to date or 16.26%. Renaissance Academy: · Dick Hansen attended the Renaissance Academy Board meetings June 11th and 25th. · The Renaissance Academy has established a "Construction Notice" on their website. MSCA has a direct link to the Renaissance Academy website. I continually stress the importance of maintaining the currency of this website. · Groundbreaking ceremony for School construction is scheduled coincident with construction start. In accordance with Board Member's decision and community leaders recommendation, notice of the groundbreaking ceremony will be posted on the website. No other mailing communication or announcement or is planned. · The Renaissance Academy is submitting a drainage plan amendment. Their engineering firm(s) will meet with the State geologist in preparation to finalize the amended drainage plan and debris-flow plan. · Construction is tentatively scheduled to start in the mid-August to mid-September timeframe with occupancy during May/June 2005. Jazz-in-the-Park Concert June 23rd: "The Alan Joseph Group" · Wayne Jordahl and Dick Hansen installed the "Concert Signs" on June 10th and removed them June 24th, the day after the Concert. Wayne and Dick also cleaned the weeds in front of the Mountain Shadows Sign at 30th and Flying W Ranch Road on the 10th, and applied weed killer on the 24th. · Signs will be stored at Dick Hansen's home for the winter. · Approximately 300 people were present for the concert. If we would like to have some other alternative to the jazz band, we can ask Laura Davis or find another band. The signs need to be upgraded, as they are worn and old. ACTION: Each member will check with their neighbors to see if they would favor a rock and roll band or some other kind of music. Mountain Shadows Signs: Dick has looked at the signs at 30th & Flying W; Champagne and 30th; Lanagan and Flying W and all appear to be in good condition, at this time. The troublesome sign is the one that is 300’ up the road on Flying W, which is on the Parks and Rec trail. The white paint on the letters is off. Dick will paint the white unless he sees that the wood is deteriorated. Then he will ask P & R take the sign down. Treasurer’s Report: Cash on hand is $10,285.27. All bills are paid. Covenants: There was a complaint about replacing pieces of playground equipment. Park & Rec was contacted but because there are no funds it probably won’t be replaced soon. Dave Buckley requested that Chipeta Park play equipment be placed on the equipment replacement waiting list. Dave responded to the complainant and she was satisfied that her concerns had been noted.
